Government has backtracked on its appeal for waiver of parliament’s procedures to allow the fast-track adoption of bond notes law.

The Reserve Bank of Zimbabwe Bill 2016 will now follow the normal processes before it is passed into law.

Finance minister Patrick Chinamasa will now use the President’s decree providing a legal framework for the introduction of bond notes as legal tender. The decree was issued early this month to ease the biting cash shortages affecting the country.

Former vice president and opposition Zimbabwe People’s First leader president Joice Mujuru has since challenged the directive in Constitutional Court.

On Thursday, Speaker Jacob Mudenda said public hearings will be conducted from Monday 28 November to Saturday 3rd December in all the country’s provinces.

Kuwadzana legislator Nelson Chamisa commended Chinamasa for allowing public participation in the formulation of the bond notes bill.

“I am heartened by the stance taken by the minister as it is in line with the dictates of our constitution section 141. There are things that we can’t suspend. It’s a must,” said Chamisa.

He added, “We cannot suspend the constitution. I am glad the minister has deemed it fit that the people of Zimbabwe are consulted in this important process. It’s a very important bill.

“He has surprised by me by this gesture. This has nothing to do with the party but our duty in law making.” Opposition parties and some civil society members have challenged introduction of the notes in courts through street protests.

Chegutu West legislator Dexter Nduna appealed with parliamentarians to educate their communities on the bill and what it aims to achieve.

“Members of this house should go and educate their constituencies so that they do not become frivolous or partisan about this issue,” he said. - Online Sources
